Worst Goverment Office Ever

you are the most useless branch of the government I have ever had to deal with. I enjoy calling your 1-800 number many times throughout the day to see if I ever get something other than a busy signal. Then, I'm greeted by the most lethargic recorded voice ever. Then I press the buttons to speak to an operator, because the form I want is apparently only available from your office, which is located in Thunder Bay. Sure, you can provide some forms online for download, but why bother putting all of them online? No, that wouldn't be useful...
Once I try to speak to an operator, rather than having, oh I don't know, a hold queue like every other automated phone system in the world, you transfer me to a busy signal, and then transfer me to a recording who tells me to call back later, or I can press a button to go back to the menus. Of course, it's not the same set of menus, which means I have to hang up and call back. And what do I get when I call back? A busy signal!
The best part is the question I'm really curious about is the fact that there is no fee to change your name within 90 days of your marriage, but the documentation requirements include a marriage certificate, which you must wait 12 weeks after your marriage before you even apply for it. That makes a whole lot of sense.
Of course this is all probably moot, because it would result in a new birth certificate that isn't laminated...
