Exciting tales of government "efficiency"

I'm too lazy to google) the Tories outsourced driver examinations to an outside company. Now I first got a G1 license back in 1994 and paid for my G1 exit road test at that time. So in 2004 I go to the outsourced driver test centre and get a new G1. I showed them my original license at that time, and they said "Hey, you've already paid $40 for a road test you've never used, so we won't make you pay for another road test"
So a few weeks back my instructor tried to book my road test. He left a message stating that I needed to pay the fee. In the end, I found out that while everyone at the drive test centre and the MTO could see that I had paid $40, I wasn't allowed to use that $40 to pay for my test as it still belonged to the MTO and not to the outsourced drive test company. So I had to go down to the driver testing centre, pay them $40, then fill out a form right there asking for my $40 back from the MTO. I have no idea why I couldn't just fill out a form that said "please MTO, give my $40 to the drive test people!"
Then I lost my driver's license after leaving the drive test centre, and had to pay $10 to replace it, only to have a cop wake us up a week later with my old license in his hand.
Then I got my $40 back yesterday. Hoo-ray.
